Background of the study:
Community participation in environmental governance is increasingly recognized as essential for sustainable resource management in Ibiono Ibom Local Government Area. Local stakeholders, including community leaders, NGOs, and residents, play an active role in monitoring environmental issues and advocating for policy changes (Etim, 2023). Their involvement fosters accountability and ensures that governance strategies are rooted in local realities. Studies suggest that participatory governance enhances environmental stewardship, improves policy implementation, and promotes community resilience against environmental challenges (Ikechukwu, 2024). However, challenges such as limited access to information, insufficient training, and bureaucratic obstacles hinder full community engagement. This study examines the level and impact of community participation in environmental decision-making, aiming to identify strategies to strengthen local involvement and improve overall governance (Etim, 2023).
Statement of the problem:
Despite the recognized importance of community participation in environmental governance, obstacles such as limited capacity and bureaucratic hurdles prevent effective involvement in Ibiono Ibom. This has resulted in suboptimal environmental policy implementation and unsustainable resource management. The study seeks to identify these challenges and propose solutions (Ikechukwu, 2024).
Objectives of the study:
To assess the extent of community participation in environmental governance.
To identify challenges hindering effective community involvement.
To propose measures to enhance participatory environmental governance.
Research questions:
What is the level of community participation in environmental governance in Ibiono Ibom?
What are the primary challenges limiting effective participation?
How can community engagement be improved in environmental governance?
Research Hypotheses:
H₀: Community participation does not significantly influence environmental governance outcomes.
H₀: There is no significant relationship between community capacity and effective environmental governance.
H₀: Proposed enhancement measures will not significantly improve community participation.
Significance of the study:
This study is significant as it evaluates the role of community participation in environmental governance, providing insights to strengthen local involvement and improve policy effectiveness. Its findings will benefit both policymakers and community stakeholders (Etim, 2023).
Scope and limitations of the study:
The study is confined to examining community participation in environmental governance within Ibiono Ibom Local Government Area and does not cover other governance issues or regions.
Definitions of terms:
Community Participation: Involvement of local stakeholders in decision-making processes.
Environmental Governance: The framework for managing environmental resources and policies.
Stakeholders: Individuals or groups affected by or involved in environmental management.
